Inspectors found Hull safer, more respectful and better at preparing men for release. Many men, however, spent up to 22.5 hours a day locked in cramped shared cells.
The inspectorate's report on the Hull reception prison, published in November 2021, found outcomes had declined in all four areas since 2018, though inspectors judged the situation retrievable.
